Toledo Multilateral Exchange

In October 2011 (17th until 21st) the Spanish Ministry Fomento organized a multilateral exchange for their European colleagues in Toledo.
The exchange welcomed colleagues from Poland, Luxemburg, Romania, Portugal, France, Slovenia and the Czech Republic.
The exchange offered a mix of theoretical and practical work. The main focus was put on the enforcement of driving- and resting hours and more in particular of manipulation and fraud.


During day 1the exchange gave participants an insight into the way road transport enforcement is organized in Spain with specific emphasis of the tasks and competencies of the Ministry. Afterwards the digital tachograph and its vulnerabilities to tampering were looked into and the psychology of manipulation as well as the different channels of information on detecting manipulation were covered . During the workshops the various procedures for conducting a roadside check were compared as well as best practices exchanged.

Tuesday gave participants the opportunity to put the theory they gained into practice during a roadside check with the Spanish Guardia Civil on the highway leading into Toledo. During the debriefing there was specific attention to the ‘real life’ cases found during the day and by the Spanish experts.
On Wednesday there were presentations on the risks of lacking seals, tools used during every day enforcement and the symptoms and signs of tampering and fraud. The presentations were again put in practice on Thursday.

 

As a closing piece of coursework the participants were divided into groups and asked to draft a protocol for a check focused on manipulation and fraud drawing on what they had learnt during the exchanges as well as best practices from their countries.
