Succesful Euro Contrôle Route (ECR) Multilateral Exchange in the Netherlands Leiden 2019

The Multilateral Exchange in the Netherlands took place in Leiden from the 3nd until the 8th of November 2019 within the framework of Euro Contrôle Route (ECR). In total 17 participants representing 8 nationalities: France, Hungary, Ireland, Romania, Poland, Norway, Germany and  the Netherlands attended the Exchange.

Manipulation of the digital control device was the main focuses of the exchange, together with workshops and presentations on detection tools and, the new software fraud, goods and passengers transport, hazardous goods, RDW (Netherlands Vehicle Authority in the mobility chain) and special enforcement. But particular interest was paid to Dutch approach to tachograph manipulation enforcement. Participants were given a quiz to test their knowledge of digital tachograph enforcement and TRACE – Transport Regulators Align Control Enforcement.

The theory was put into practice with three roadside check operations at RDW Schiedam and RDW Amsterdam together with a roadside check of the passengers transport at Schiphol Airport, this was a first for an ECR exchange! During these operations, mixed teams collaborated in a highly beneficial exercise where information and methods were shared.

The evaluation showed that participants judged the week as informative and a good opportunity to build a network that will assist inspectors in the future when multilateral action is needed.
