ECR in search of enforcement technology of the future

Any enforcer will tell you that one of the main challenges they face is that enforcement staff is outnumbered by the vast numbers of HGV’s and coaches involved in the European logistic chain.
Not all of these trucks are non-compliant of course, but because of the ongoing internationalisation and growing numbers involved in this ever expanding industry it is easier for the black sheep to hide than in other modes of transport.
A potential solution is data driven and risk based enforcement. To achieve this, reliable collection of enforcement data is needed. In the current climate of budget and personnel cuts, technological support is more vital than ever.
WIM (weigh in motion) systems are currently being used in several member states, but the exchange of WIM data between MS’s is not in place yet and the systems could potentially be used for more enforcement fields than they currently are.
Time to have a look at what is technically possible: now and in the near future.

IRU hosts ECR online complaints desk for disproportionate fines and sanctions

The International Road Transport Union (IRU) is hosting the Euro Control Route (ECR), Disproportionate Fines & Sanctions online complaints desk as a cornerstone of the public-private partnership between the IRU and the EU Enforcement Community, aiming to create a harmonised and efficient enforcement of EU road transport legislation.

Toledo Multilateral Exchange

In October 2011 (17th until 21st) the Spanish Ministry Fomento organized a multilateral exchange for their European colleagues in Toledo.
The exchange welcomed colleagues from Poland, Luxemburg, Romania, Portugal, France, Slovenia and the Czech Republic.

Enforcers and IRU brief top EC Officials on Problems applying EU Transport Rules

Euro Contrôle Route, TISPOL and the IRU briefed the EU Transport Commissioner’s cabinet on problems faced by both control bodies and industry trying to apply or comply with EU road transport rules.

Mr. Gerard Schipper attended this event on behalf of the Executive Committee with TISPOL representative Mr. Bonthuis. ECR had been asked to take part in the event, because of their expertise on digital tachogrpaph fraud.

Belgian and Dutch transport inspectors conduct joint truck safety checks

On the morning of Wednesday, 27 April 2011, the Belgian inspection service of the FPS Mobility and Transport and the Dutch inspection service of the « Inspectie Verkeer en Waterstaat (IVW) performed a joint truck safety inspection. During such an action one checks the compliance with the obligatory driving and rest times for the drivers (tachograph fraud) as well as for the possibility of excess loads. The vehicles were also subject to a detailed technical inspection.

Euro Contrôle route: 1st master class - dangerous goods.

The first ADR Master Class was held from 5 to 7 October on the premises of the General Secretariat of the Benelux. The Master Class was organised by Euro Contrôle Route. The class was introduced by Mr Luc Willems, Deputy Secretary-General, who highlighted the importance of cooperation between the Benelux and Euro Contrôle Route.

Multilateral Exchange Bristol

A multilateral exchange among the control services was held from September 19th through 24th in Bristol, United Kingdom. The centrepiece of the exchange was digital tachograph fraud and the inspection of vehicles for technical shortcomings and load problems.
